If their only way of getting about is to swing through crutches then they will be considered unable to walk.

Replace a lost or stolen ticket or pass
If you’re eligible, you can get free off-peak bus, train and tram travel in the West Midlands. If, for people with any of the disabilities (2) – (4) listed above, the local authority can be confident that a licence would be refused it should therefore be able to issue the travel pass automatically. You can renew your older person’s pass if your current card is due to expire and you’ve received a letter or email from us.
